Group presents recommendations to council

A much-anticipated report from the Mayor’s Task Force on Immigration was presented to members of the Fremont City Council at their regular meeting Wednesday night.

Bill Ekeler, who co-chaired the task force with Fremont Mayor “Skip” Edwards, presented the

41-page document during the council’s study session just before the council meeting began.

The task force presented these

six recommendations:

n The city should provide educational opportunities for all Fremont employers to obtain immigration compliance within their workplace.

n The city should adopt a policy statement that would say that the city “supports and encourages legal immigration and those citizens’ contributions to the community.”

n City officials should press Gov. Dave Heineman and Attorney General Jon Bruning to hold a special summit on Immigration Customs Enforcement with Fremont hosting to establish the same lines of communication for communities across the state that Fremont has developed because of recent meetings with ICE officials.

n The city should provide literature about the accessible social services and educational opportunities within the community for citizens and legal residents.

n Fremont Public Schools should require cultural awareness class to inform students of the issues that Fremont faces related to immigration.

n The city should continue to pressure and encourage state and federal officials to improve enforcement of immigration laws.

Ekeler said the document came about because of the “thousands of hours” spent by the 29 members of the task force.

“It’s positive to have this dialogue that went on,” Ekeler said to council members. “It’s confrontational but that’s how things get done. We did not try to solve the issue. We can’t. The work is not done, but the framework is there.”

The Mayor’s Task Force on Immigration was developed this summer when Edwards broke a tie

on a split council vote to kill an ordinance that would have targeted illegal immigrants by prohibiting employers from hiring them, prohibiting landlords from

renting to them and prohibiting any resident from harboring

them.

The issue came to light in the spring when council member Bob Warner said he received calls from residents complaining about illegal immigrants. The proposed ordinance put Fremont in the national spotlight.

“There are many sides to many issues,” Ekeler continued. “I think we have some very good recommendations (in the report). Hopefully, with the black eye Fremont received with this we can become the leader on this issue. Now it’s time to put the rubber on the road and see what can happen.”

Ekeler said it’s obvious that this issue has created heated debates throughout the community with public comments placed on the Fremont Tribune Web site adjacent to articles covering the proposed ordinance.

From the comments left on the Tribune Web site the past few months, “we know that there are a lot of opinions out there.”

“Everybody knows everything about this issue but nobody knows much of anything on this issue,” he said. “That’s obvious from those comments.”

the team spent THOUSANDS of hours on this?? you have got to be kidding me!!!! 41 pages of "educating" citizens on how to accept illegal citizens, from the items listed you have once again skated your way around the issue, doing NOTHING to stop the flood of illegal's from ruining our little town. It's all down hill from here. By the way, it is obvious ekler doesn't know anything more about the issue than anyone else-no matter what he tries to have the public believe.

You have to be kidding! I'll hold off making a lengthy comment on this apparent masterpiece of capitulation until I’ve read the complete text however the summery reads like an overly legalized feel good fluff piece. Dialogs and mandatory classes held during public school hours about how our kids should just get use to illegal activity. Again I haven’t seen this “New Plan” but it sounds strangely similar to what we’ve been doing for the last 24 years, way to take that bold step forward

another joke and a waste of money and time. seems to me that all the recommendations are nothing but common sense. duh. do we really need these clowns spending money, wasting time, and trying to look important? typical fremont comedy. but i know that most of the citizens of fremont need someone to tell them every step to make so thay can can make it thru their pathetic lives. sad, really sad.

The task force was assembled to make recommendations to the city council. The city council, those people elected by the citizens of Fremont, are responsible for suggesting ordinances, resolutions etc. The city council now has a format that needs to be discussed and implemented with their thoughtful input. Perhaps if you are all knowledgable on the issues your time would be better spent attending the meetings and you could try to become part of the solution instead of non- participating citizens with nothing to add but your complaints.

For the record, no public money was spent on this issue related to the task force. The members were volunteers, unpaid servants of the community, who chose to get involved to try and make a difference. In the future, if you have suggestions or comments that could make a difference, maybe you could use your real names, show up and offer constructive dialogue. This may help solve our issues instead of fuel the fire of ignorance that you seem to enjoy.

What a joke!!! Thousands of hours? Yeah right. I don't believe that for 2 seconds! and the report...blah blah blah blah blah! It does and say's nothing! We had a chance to get rid of old Skippy, but NOOOO, for some reason people couldn't figure out how to get rid of him. I don't get it. The guy is an idiot who cares more about his own pocketbook than he does the city of Fremont. I thought that this task force could actually work on the problem, but it turned out to be a total joke. It is a waste of money and time. There are no real proposal's that will help what is a serious problem.

I live down the street from a 2 bedroom duplex, with 4 hispanic families living in one side of the duplex and NO I am not exagerating! I know for a fact that at least 3 of the individuals living in the duplex are illegal. There is a rental house down the street from me, it is a 3 bedroom. There are 3 families and most of them are illegal. One of thier kids actually told me that their Aunts and uncles aren't supposed to be living here.

Come on people. We have a serious problem here and this task force comes up with this. Waste of our taxpayer dollars!!!!!

I live in Arizona, the home of illegal aliens. If Fremont wants to be the leader on this issue, they have many other cities in the nation that are trying to set this precedence. If we, in a state that has adopted a law that will close you down in you hire illegals, cannot get a handle on it along with the federal government, how is Fremont going to? Mr. Ekeler said it did not use taxpayer money to do this report, however it was formed and read during counsel meeting so therefore it did use taxpayer funds.
The city should contact some of the cities that have much bigger issues with this problem to see what they have done. Maybe our sheriff could come up there and do one of his famous roundups! That seems to really get the people out on the street, not the illegals, the folks to think this tactic is right. I do not think there is a solution to the problem other than employers following the rules. Cheap labor, low wages, will bring many to a place that is willing to allow them to work for nothing more than cash. Good Luck!

What "educational opportunities" are you talking about. I do not believe that there are many employers that really want to be in compliance who have not obtained this information.

Mr Ekler,
At first, I appreciated your willingness to co chair this task force when the mayor asked you. You seemed like a good guy willing to assist our city with a serious and contentious issue. Now, however I find your tone is uncalled for. Please do not complain about the long hours you spent on this. It adds nothing to the debate. The citizens of Fremont would like something done about illegal aliens. I for one was hoping that the task force would come up with something a bit more substantial than these six points. 3 of the six recommendations do not even address the issue!

We want something done about the crime of illegally being in our city not cultural sensitivity training. Why is this so hard for you to understand?

And since the City Council is loaded in favor of the Task Force...what do you suppose will happen next?

Umm the mayor protested his taxes. So did thousands of Dodge County residents because our County Supervisors fail us on this issue and let the state do it (another issue , another day) But seriously you (or at least the faction you side with) was pushing for Mr. Shaffner to be our mayor. And Mr Schaffner pays NO taxes. And not once did he explain why. And don't paly disabled vet card because Mr Scaffner while disabled and a Veteran was not wounded/disabled via combat or during military service.
So sir or maam what do you think? I'm sure you will have an un informed opinion but shoot away.

the 1000s of hours was not one person it is all the hours that all the task force has donated. I also know that much money was spent,OUT OF POCKET of one person to rent rooms, printing and snacks for the people at the task force meeting. As far as wasting money at the council meetings, remember anyone can have their say at them. I may not agree with it all but at least they are trying to do something that is with in the law. It is better than sitting in front of your montior and complaing like what we are doing or did. Remember the tv show "Dragnet" just the facts

I didnt think a quote saying "Fremont spends its money wisely,” ...while also mentioning the Fremont YMCA in the same breath.... could be outdone (by the Farm Family Award winner)... but suprise... a quote in the paper on the same day gets the award.

I believe insulting people is not going to solve the problem at all. Has anybody stopped to think why or how has illegal immigration has come to be a problem? It is absurd that a person who has the ability to become legal has to pay over $450 per person and wait 12 years for their petition to be reviewed. Any business that did that would be out of business in no time. I can assure you that most of the so called "illegals" have an application with the USCIS but have to wait their turn for years. What needs to happen is for Immigration to 1) hire more federal employees here in Nebraska, 2)update their technology to process the petitions sitting in file boxes. This would facilitate for more people who can and want to resolve their legal status 3) Having an updated process would increase the revenue received and illegals would be reduced to a minimum. I can assure you that at least 6 out of 10 would and can become legal with the current immigration laws if the process was expedited in a timely manner. I believe that the root of the problem is having an outdated way of processing petitions at the Immigration offices. They are so backed up with the workload and we are here bickering about illegals.

What am I missing? People Please....are these really our political people making these decisions? They should know if no one else does. IF SOMEONE IS HERE ILLEGALLY...THEY HAVE NO RIGHTS period. The rights belong to citizens. The ones who lose there loved ones in a war fighting for these rights. Not the ones that take the money they earn here and mail it back to another country. That really helps our economy. Comes down to ... IF YOU ARE HERE ILLEGALLY, YOU HAVE NO RIGHTS. Our tax money is paying for them to take a free trip home at Christmas time when they perpously get caught by immigration. If you don't believe me ask them how many are carrying suitcases already packed for the trip when they are picked up. And we also pay the fee for their baggage. We pay for the county jail room and food until they get are escorted to the bus station for their free ride home. Only to have them come back over after the first of the year. If they are here legally, we welcome them with open arms. We will help them adjust to our customs. But personally I am tired...and on a short note I am tired of being asked on the phone to press 1 for english also!! If they can't speak or read English, how can we expect them to read traffic signs or to carry on a conversation in case of emergency. Yet we inable them to commit multiple crimes and turn them lose to do it again knowing they are illegals. The citizens are fighting a war within our city limits and it is with our hands behind our backs because our elected officials tied them there.

Wow just reading the majority of these comments makes me wonder what kind of people we have living in Fremont. Bitter hateful people. FYI Everyone has rights including any illegal person living in the United States. Here is a little constitution 101 Amendment 14 - Citizenship Rights. Ratified 7/9/1868.

1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.
I guess our citizens need a more education on their and everyone else's rights.

Yes, if you were born or naturalized in the US you are a citizen not an ILLIGAL.
We understand that. If you were born here this does not pretain to you. The issues Fremont and other areas of the US are having are with the persons crossing the boarders illegally. If you have to buy your way across or if you sneak through or you have no LEGAL green card...you are illegal. You have no rights. You are not convicted if caught in the act of a crime. We have to send you back and then ask for your country to give us permission to come over and get you and for them to release you to our custody to bring you back and charge you. Illegals want there cake and eat it too. They illegally enter our country. Take jobs from our citizens, abuse privilages, and asked to be treated the same as a citizen who has paid there dues in fighting for the very rights some illegals abuse. What if you were picked up as an illegal and forced to go fight in Iraq? Whos rights would you want to be under then? I am a mother of a solider putting his life on the line everyday to protect the rights, so don't try and enlighten me on your rights as an illegal on US soil.

If you sneek over the border in the middel of the night you brake the law THUS YOU HAVE NO RIGHTS thousansd of people do it the right way and I appauld them. My father was one who did it the right way and I know a few people in the FARCE commity knew my father and called him a friend if he could see this going on I am sure he would not concider them a friend

You have left out the 5th word Before "nor". I believe it reads CITIZEN. That whole paragraph was pretaining to the rights of a CITIZEN. And you are stating that it takes so long to get authorization into this country. So, that is another law you break because it doesn't fit your liking. I don't like stopping for red lights when I am in a hurry either, but I know I have to.

Those of you who are engaged in improving this situation, I applaud you and look forward to continuing to work with you to find reasonable countermeasures to the challenges we face. The 800-pound gorilla is not tired...yet.

I especially applaud the members of the task force. Working with you people--especially the people whose opinions were different from mine--has made me a better person and a better citizen. Thank you for taking the time to prepare and to inform me on an issue you care deeply about.

Now that the task force has done it's job--which is to provide recommendations--the responsiblity for carrying out those recommendations to the extent they see fit belongs to our city council, our state and federal representatives.

But of course, it doesnt stop there since WE THE PEOPLE are the ones who elect these people to office via direct democracy. What are WE going to do to help them? What are WE going to do to improve the situation for the whole of our community? What are WE going to do to demonstrate the leadership our community needs?

I guess WE'LL find out.

The future of our community does not rest with blog postings, assumptions and inaction. We must do better than that.

We must be informed, we must listen, we must engage each other in dialogue. We must be prepared to have closely held opinions challenged and to have our minds changed. We must be big enough to admit that we were wrong, or at least not completely right.

Teamwork, leadership and communication will get the job done. Forward we go!

The many times I've brought this up I've not been corrected, but again, correct me if I'm wrong. While being on the task force was volunteer in nature one from the community could not just show up and be a part of it. To my knowledge it was by invite only.

While members of the community can now go to City Council meetings and further discuss these recommendations please do not belittle the numerous intelligent people in this community who would have stepped up to the plate to volunteer their time on this task force if only they would have been asked to do so.

I’ve been studying the non findings of the Mayors Panel On Immigration….ya’ sort of left out the “Illegal” part. When a panel is convened with the purpose of finding solutions (not explaining a lack of action) people are willing to invest their time and taxes to it’s findings thus Mayor Edward’s long awaited “Report” is sort of DOA since it accomplishes nothing. In my opinion this panel was hastily organized and staffed to kill the debate on this important issue before the election then bury any meaningful way of dealing with a very real problem many in Fremont wish to fix now. I dare say if Fremont was informed of this apparent paralysis of thought before the Primaries the outcome would have been far different on November 4th. Yes, our sleepy little town was hoodwinked with several of the Usual Suspects back not doing their jobs but that doesn’t make inaction action. If our elected officials are content on kicking the Illegal Immigration can down the road for another 4 years dare I say, RECALL!

There we go again. You are assuming I am an illegal but I am not. If you saw me you would prejudge me as an illegal but I am not. I am a US Citizens born and raised in the United
States. Both of my parents,my husband, my brothers,sisters and my children are US Citizens. I have been blessed to have been born here and are thankful that I have an opportunity to voice my opinion. But you know, instead of getting angry or upset about the insults you say about illegals I feel sorry for you because you are trying to blame the town's problems on some people that can't or would not defend themselves. If this is coming because of the taxes we have to pay that you say that illegals don't --everybody has their taxes taken out from their paycheck and if they do not file for an income tax refund then Uncle Sam keeps those taxes. So where is all that money?Same thing for the State of Nebraska. As for all the rest that are also looking for the nickel and dime to save you must really be in a bind. I really don't believe that its because they broke the law. There are real criminals stealing,killing or raping other people that are breaking the law regardless of their race or status that should definitely be behind bars and nobody complains about that. Its not so much about the law its about the money!

Yes they are paying taxes but under who's SS number?? Did tou think of that the IRS is coming down on people for not paying taxes on wages they didn't earn an illigel ailien is useing their SS number mabey it will make a differance when they use your number and the IRS comes and talks to you. THINK PEOPLE it is all costing us money because the go to HHS and get on foodstamps and medicade and rob us blind and laugh and brage about it

No, the illegals are not going to use my ss# because I do not carry it me or give it out. Identity Theft is more likely to happen from someone hacking into your computer or going thru your garbage looking for personal information. This is called Identity theft so I do some preventive things like check my credit report regularly for any errors, shred any personal documents, check my bills and statements every month, and not carry any cards I should not have in my purse. There are other people "not illegal" that know how the system works and buy things on your credit and leave you the bill to pay. The majority if not all the illegals pay cash for everything and they have no credit. As for the DHS Department I have worked in this department before in CA and all people receiving any benefits have to be legal or citizens and prove it. Illegals can not get aid for themselves but they could for their children if they are legal like everyone else.

These recomendations sound very helpfull. Hispanics are very hard working people and I appreciate anyone wanting to make a better life for themselves. With that said we can no longer substain unabated illegal immigration. The border needs to be secured first and then we can decide who gets to stay and who has to leave. Anyone who has a criminal record or is on the welfare rolls obviously goes first. Illegals who are working hard to make a better life should get a chance at citizenship. America has voted for a president who has no interest in securing the border so do not expect anything to get better for at least the next 4 years. What we can do on a local level in the meantime is pressure buisiness's to comply with the laws and use E-verify!

If someone else uses your Social Security # and SS finds out all you have invested is LOST. The money that has been invested by both parties is taken out and put in a general fund and you lose everything.My question is where and what is done with our money in the general fund. All around we are the losers. This can be verifyed by Social Securty. And you can thank the illegal for your lost. Just informing us what the task force wants to do WILL NOT STOP THE ILLEGALS FROM COMING INTO OUR TOWN. tAKE THEIR JOBS AND HOUSEING AND THAT WILL STOP THEM

That just sounds like a waste of our student's time. It almost comes across as a little political. "Immigrants are taking our jobs.."

I think INSTEAD of that class, they should have a diversity class that covers ethnicity, sexual orientation, different religious beliefs and so on. That is something that student's hardly ever, if at all, get to hear about until the get to college. That literally would change our student's viewpoints on our diverse world. Discrimination comes from fear, which comes from the unknown.

Just a thought, on that particular point that was recommended.

Here is a thought. When our newly elected president brings our soldiers home. Why not put them on the border to protect the ground they are citizens of. We send our loved ones to protect land half way around the world, but we don't protect our own borders. We send them to protect the rights of people that can not stand up for themselves. I understand that, but how about enforcing the laws, and protecting the very land, jobs, and rights where they are citizens. I say our tax money is supporting our troops, I say that proudly, so when our soldiers come home let our tax money support them on border control. You wanted a solution....I just gave you one.
