Fremont is a first-class city and has a mayor-administrator-council form of government.

The mayor is elected every four years. He does not vote on issues unless there is a tie among council members.

The administrator is responsible for all city activities, including supervising department heads. The administrator is appointed by the mayor and approved by the council for a four-year term.

The Fremont City Council is the decision-making body of the city. All local laws, policies and expenditures are approved by the eight-member council. The council also approves the annual budgets, levies taxes and acts as the city board of equalization.

Each council member also serves on one of two standing committees — Resources Committee and Developments and Improvements Committee.

The council meets the second and last Tuesday each month. Study session begins at 6:45 p.m., followed by the meeting at 7 p.m. Both meetings are open to the public and are held in council chambers on the second floor of the Municipal Building, 400 E. Military Ave.

Where To Vote

Fremont is divided into four wards with two city council members representing each ward. One member from each ward is elected every two years.

You can register to vote at the Dodge County Clerks’ office at the courthouse, Fifth Street and Park Avenue, or the city clerk’s office at City Hall, 400 E. Military Ave.

Then, according to where you live, you will vote at one of the following sites.

Mayor

Donald B. “Skip” Edwards has been mayor since 1988; prior to that he was a councilman since 1977. He and his wife, Sally, live at 406 W. 14 St., 721-4640. They have three grown children.

City Administrator

Robert Hartwig is Fremont’s city administrator. He began his duties in January 2007 and can be reached at 727-2630.

Hartwig is married and has two children in college.

City Council

There are eight Fremont City Council members; they serve four-year terms. Two council members represent each of four wards. One from each ward is elected every two years.

This year, four council members up for re-election. However, two are not seeking re-election. The ones who are include Gary Bolton, Ward 1; Mary Marsh, Ward 2. Bob Warner, who represents Ward 4, is retiring. Scott Schaller, who represents Ward 3, is running for mayor. The other four council members were elected in 2006.

Each council member is a member of one of the two standing committees: Resources Committee which deals with issues such as finances and personnel; and Developments and Improvements, which deals with issues such as setting speed limits and other traffic problems.

The council meets the second and last Tuesday each month. Study session begins at 6:45 p.m., followed by the regular meeting at 7:00. Both meetings are open to the public and are held in council chambers on the second floor of the Municipal Building, 400 E. Military Ave.

City Staff

A team of administrators oversees the city’s day-to-day operations. The following department heads have offices in the municipal building unless noted otherwise.

Derril Marshall is general manager of the utilities department. He oversees water, sewer, electrical and natural gas operations. 727-2610.

Dean Skokan is city attorney and advises city and department of utilities officials. 727-2630.

Kim Volk is city clerk. She maintains city records, handles rescue squad billing and issues licenses and permits. You can register to vote in her office. 727-2633.

Clark Boschult is public works director and supervises public works activities and advises city officials on planning and zoning. He is acting city engineer. His office can be reached at 727-2636.

Marv Hansen is chief building inspector. He makes sure homes and businesses comply with building laws and zoning requirements. He also inspects plans of proposed buildings to ensure they meet city codes. 727-2638.

John Schmitz is the new parks and recreation director. He oversees 20 parks, Ridge Municipal Cemetery, Christensen Field, city recreation programs and city trees. He advises the city parks board and other city officials. His office is at City Auditorium, Ninth and Broad streets. 727-2810. He took over the position on March 17.

Mark Vyhlidal is superintendent of public services. He oversees the city’s transportation system, street maintenance, storm sewers and vehicle repair shop. His office is at 97 W. Third St. 727-2691.

Municipal Building

City Hall — also known as the Fremont Municipal Building — is at 400 E. Military Ave. It is open 8 a.m. to 4:30 p.m., Monday-Friday. The Fremont Department of Utilities — where new residents sign up for utility service — is on the first floor. The city administrator’s office and city council chambers are on the second floor. The building inspection office — where you must obtain building permits before starting home construction projects — is on the third floor.
